Rework NXRuntimeTestCase.fireFrameworkStarted when runtime is already started

      Description

      Currently NXRuntimeTestCase#fireFrameworkStarted check if runtime is already started, method returns if it's the case.

      We should throw an exception in this case, and fix faulty tests.
