add filter to ecm allowed/denied subtype contribution

When a user create a new document, a list of document type is shown. This list depends on the allowed/denied subtype contribution. This is a static list.
This list might depends on the context and should be configurable. For example, in Nuxeo correspondence, the type of document "incoming correspondence" should only be available if the current document is a Mailbox with specific metadata.

We could use the same filter system used for action. Maybe make the filter more generic so it can be used by an outside service (actions, ecm types ...)
