Retention - Standard Mode - Ability to apply Retention rule without making Records blob provider contribution

When using the Retention Add-on in Standard mode, customers are not able to successfully apply retention rules without making the XML contribution defining the Records blob provider as described at https://doc.nuxeo.com/nxdoc/nuxeo-retention-installation/#configure-the-records-bucket-in-amazon-s3-online-storage

This allows them to apply retention rules, but results in 2 blob providers using the same s3 bucket (and prefix), which is not desirable and causes issues with Garbage Collection (Orphan Binary cleanup) and duplicate binaries.
