Expose a public method to change the life cycle policy

There is a need to be able to update a document lifecycle policy, for example for mass migration.

It would be interesting to expose a public method and an Automation operation which could be used with BAF : the default behavior would be to set the new policy and reset the lifecycle state. There could be an option to set the lifecycle state too.
