Decouple Retention Management UI contribution from WebUI

      Description

      Platform Team started to move some repositories out nuxeo/nuxeo.
      Retention Management was one of them and the backend contribution is being migrated under NXP-29781.

      We will also need to migrate the UI contribution that is located on Web UI repo (see here).
      As part of this task, we need to:

      • Move the code from Web UI repo to the new retention repo (keeping git history);
      • Use the current structure (i.e. based on nuxeo-cli and/or existing addons) for the UI contribution (Until we have a clear strategy for addons - see NXDOC-2215)
