Open Upgrade Notes pull request

      Description

      When releasing a Nuxeo Server version, we want to open a pull request on the documentation with all the upgrade notes of this release.

      For all NXP issues resolved in this version, retrieve from JIRA the upgrade notes and fill a new documentation page with all the issues and upgrade notes, if any.

      Page format to be defined with product/documentation teams.

      See if we can find a command line tool to convert JIRA markup to Markdown. VS Code has a plugin for that, hopefully there is a related command line tool.
