Migration Service for HF-23 ecm:id

For the HF-23 the process to manage the ecm:id index and manage duplicates cannot be managed by Nuxeo Cloud via the Mongo commands. We require a safe more uniform method.

We are asking to add this to the Nuxeo Migration service and have this delivered to make these changes.
