Process video transcribe to vtt

As a application builder
I want transcribe enrichments to be converted as VTT files
So that the app can expose video subtitles

Functional description

Once we get the speech-to-text enrichment we should use have a processor that will transform the normalized enrichment to a VTT file and add it to the subtitle metadata on the video document. 
It should also fill in the correct language.
