Inconsistency between JSF UI and Web UI at document creation

When a document is created in the Web UI, service path segment service is not called to generate the document name. Service path segment service is normally called throughout the platform to generate the document name at creation time.

As a reminder, the path segment service allows one to contribute a different algorithm to generate the document name.
