Fix detection of browser language on login page

      Description

      The login page placeholders (username and password) as well as the login action are not translated.

      To reproduce:

      • Start a nuxeo 9.10 with HF21 and nuxeo-web-ui
      • Configure the web browser to display French
      • Display the login page -> all the labels are in English
      • Log in (Administrator/Administrator) -> all the labels are in French
