Bulk Action should validate its params before execution

When running a bulk command, an action must validate its input parameters.
Today this can be done only when the command is already running, the validation is done on each bucket.
In case parameters are invalid we log an error and skip processing but this has to be done on all the materialized buckets.

It will be much better to have a way to validate parameters before execution to give a quick feedback.
