Take into account the local configuration to filter the document types available for creation in WebUI

      Description

      Currently the local configuration defined in the JSF UI is not taken into account.

      Steps to reproduce:

      1. In the JSF UI, go to a Workspace
      2. Go to Manage > Local Configuration
      3. In Document Types Configuration, only keep File and Note
      4. In the WebUI, go to a Workspace
      5. Click on the "Add content" button
      6. Observe that no restriction is applied on the document types which can be created

      Expected behavior: Only File and Note should be available for creation after hitting the "Add content" button

      When this improvement is done, it would be greatly appreciated if a backport to 9.10 is done (if possible).
