WEB UI > Add "Create Version" action in header toolbar

User should be able to create a version even if there is no current change.
You can use https://design.google.com/icons/#ic_restore_page for the action and the Versions subview.

Once user click on the Create Version action, a popup opens with the current version and a radio button form to select the correct versioning type suggested depending on the current version +1 ( major / minor) and validate or cancel the action. See screenshot.
