In Studio check the option for "Remove news" in Branding -> your brand -> Login tab.
On 7.3 the resulting td element with the class "news_container" has no width so the login dialog is centered on the page.
On 7.4 the td element has a width specified of 400 by the "news_container" so the login dialog is offset to the left.
I think this also affects the behavior when resizing the window. The Login dialog gets pushed to the left. But that may be a separate issue.
