Handle create mode in widget mode mappings

      Description

      The "create" mode is not handled by widget method isLikeViewMode because this mode is a layout mode.

      As users sometimes force this mode on widgets (even if it is a layout mode, not a widget mode), it would be good if the helper method handled this case so that it's more robust.

      Also the "create" mode still makes sense for widgets of type "layout", so the mapping should not default to "edit" for these, see NXS-2352.
