Can't delete reviewer

      Description

      I started a serial review with 4 reviewers (including review creator).

      • Reviewer 1 (creator) approves the document.
      • Reviewer 2 approves the document.
      • Reviewer 3 rejects the document.
      • Reviewer 2 rejects the document.
      • Reviewer 1 approves the document.
      • Reviewer 2 rejects the document.
      • Reviewer 1 approves the document.
      • Reviewer 2 rejects the document.
      • Reviewer 1 moves reviewer 2 down -> He can remove reviewer 3 (who is now the second reviewer) and 4, but he can't remove reviewer 2 (who is now the third reviewer).
