[macOS] Improve folder icon status timing

Currently, the folder icon decoration says folder is synced as soon as it is created, even if some content is still being synchronised below.

It would provide a better experience if it was saying 'syncing' until all content within the folder has the status "synced". This behaviour should be hierarchical.
