Always raise the Conflicts/Errors window

      Description

      When clicking on "Open window" link in the Account settings (it is about conflicts and errors), and if that window is already shown and hidden by another application, then the user may think it is not working.
      We could leverage the same patch as in NXDRIVE-1968 to always raise the window.
