Reactivate JIRA comments from JX when switching from T&P to JX

To avoid polluting the JIRA issues with links to QA and JX jobs, we've temporarily deactivated the JiraIssueUpdater by targeting:

https://jira-preprod.nuxeo.com/

instead of:

https://jira.nuxeo.com/

in the platform team Jenkins X configuration, see attached screenshot.

Let's switch back to the production JIRA site when moving from T&P to JX for everyone.
