Localize nuxeo-user-tag and nuxeo-user-suggestion for Japan

What would be great is a way to control user widgets display globally so it can be changed in one place for all the user widgets in the application (including all the views that exist by default in webui)

In Japan it is a bit tricky:
if the UI is in English or any other European language, it is first name / last name
if the UI is in Japanese, then it is last name / first name
